San Diego is categorized as one of the finest cities in the nation known for its beaches, culture and year round mid-season weather. Walking into a city like this you would never believe that San Diego has one of the highest rates of substance abuse and addiction admissions. However, San Diego is a recovery-friendly city offering numerous quality treatment facilities and drug-free housing . In 2019, San Diego had over 20,000 admissions for drug and alcohol addiction up from 14,000 in 2012. 

 

Substance use and substance use disorders are often part of conversations but not likely considered for their place in healthcare systems. Substance abuse and addiction are still clouded by stigmas, however, are slowly beginning to be more broadly known and understood as chronic illnesses – and the healthcare systems are beginning to identify, treat and pay for them as needed. 

 

Substance use disorders are common. Approximately 8% of Californians met the criteria for substance use disorder, however, only 10% of those with the disorder enrolled or sought after proper treatment. 

 

It’s not victimless. Each person afflicted with alcohol or drug addiction affects at least six others. It could be parents, spouses or children. It might be employers, co-workers or employees. Perhaps it’s friends, neighbors or even complete strangers. Usually, it’s some combination.

San Diego’s Plan for Substance Abuse

In 2018, city officials approved a plan to triple the spending for substance abuse treatment. This decision increased spending from $54.6 million to $179.6 million over three years to 2021. This extra spending will create more treatment programs for individuals with substance abuse disorders. 

This enhanced system is specifically designed to serve low-income residents and will address the systemic damage that substance abuse and addiction inflicts on communities and families. According to the San Diego County Medical Examiner data, the number of unintentional drug and alcohol related deaths doubled, 268 to 544 from 2000 – 2016. This number continues to rise in 2019. 

The new system , known as the Drug Medi-Cal Organized Delivery System, will assist the county to tap into federal Medicaid funds, enhancing services and expanding the provider network to increase the number of patients served. California was the first state in the nation to create an organized system for drug treatment services.

Substance abuse affects not only individuals but communities and families collectively. The social, health and financial impact throws high concern for drug abuse. Focusing resources appropriately with respect to intervention, enforcement, treatment and interdiction should guide the nature and focus of drug abuse to be more carefully monitored. 

Practitioners and policymakers creating a more focused monitoring system will assist with a more thorough examination of drug use trends over time and can identify types of drug use and availability of the drug types as well as changes in the population use of specific types of drugs. Creating a strong monitoring system of drug use trends assists practitioners and lawmakers to better evaluate the impact of programs, control strategies and also provide them with research platforms to educate them on how drug abuse affects individuals in other ways.

Opioids Are Everywhere

The prescription opioid epidemic has taken root in the city of San Diego, CA and is baffling law enforcement and city officials. Individuals struggling to find prescription drugs are turning to heroin. Black Tar heroin is not what this demographic typically searches for as they turn more towards the white powder form also known as, China White as it contains fentanyl. 

Fentanyl is a highly potent and dangerous synthetic opioid. The San Diego DEA has seen more laboratories with fentanyl than any other DEA lab in the entire United States due to the proximity to the Mexican border. Fentanyl and its derivative Carfentanil, are driving up opioid overdoses in the region. These synthetic drugs are more potent in low doses which has caused over 253 overdose deaths in San Diego County in 2016. The alarming factor is users have no idea about the substance they are taking which leads to potentially fatal overdoses.

Unintentional fentanyl overdose deaths increased by nearly 70 percent in 2019, according to the San Diego County Medical Examiner. From January through June of 2019, 69 people died from the overdoses, compared to 41 during the same time period in 2018.

San Diego’s Drug and Alcohol Abuse Impact

  • Alcohol use disorder was more prevalent than other types of substance use disorders.
  • Six percent of Californians reported meeting the criteria for dependence on alcohol, compared to 3% for illicit drugs. 
  • Substance use disorders were most prevalent among young adults 18 to 25, occurring at nearly twice the state average rate. 
  • Use of alcohol and other drugs often begins in adolescence. By 11th grade, more than half of California students have used alcohol and almost 40% have used marijuana. 
  • Alcohol accounted for more nonfatal emergency department visits than all other drug diagnoses combined. 
  • The number of heroin-related emergency department visits in California more than tripled between 2006 and 2017.
